Tamara D. Clay has served as a healthcare administrator for over 15 years. With a diverse professional background extending from a mental health counselor to the director of a neurological facility, Tamara offers a wealth of expertise and skill advancing medical practices. Former employers include TeamHealth, NeuroRestorative, and Shepherd Center. She has been instrumental in developing and leading multiple medical services ensuring the highest quality of patient care is provided. A native of Memphis, TN, Tamara holds a bachelor’s degree from Tennessee State University and a Master’s of Science degree from The University of Memphis. A former committee member of Georgia Brain and Spinal Cord Injury Trust Fund and Rockdale County Chamber of Commerce, Tamara is knowledgeable of community efforts to improve the lives of others. She is an exercise enthusiast who also enjoys spending time with family and friends.

Julian Cebanos-Galvan

Office Manager
Drawing on experience from previous office management roles, Julian now serves as part of the administrative team at the Atlanta Neuroscience Institute. Julian plays a key role in managing office logistics, providing HR support, and vendor coordination, ensuring operations run smoothly and efficiently. Outside of work, Julian enjoys fitness, anime, and following Premier League football -Liverpool FC.

Debbie Means

Case Manager, M.E.D, CRC, CCM, CDMS
Our case manager, Debbie Means, graduated from UGA with her Master’s in Rehabilitation Counseling in 1993. Since then, she’s worked with spinal cord injury and MS patients in all aspects of disability and disease management. She helps people with employment retention, short and long-term disability issues, insurance problems, and everything in between. She is a certified rehabilitation counselor (CRC), certified case manager (CCM), and certified disability management specialist (CDMS).

Sydney Shriver

Case Manager
Sydney Barnes joined the case management team at ANI in 2023. She received a Bachelor of Science in Human Services from Kennesaw State University and brings valuable experience from her previous work in skilled nursing and assisted living settings. Sydney is dedicated to providing compassionate, patient-centered support. Outside of work, Sydney enjoys spending time with her husband and son, traveling, and crafting.

Corey Moore

Patient Financial Services Manager
Corey Moore serves as the Patient  Financial Services Manager, With more than ten years of experience in medical billing, coding, and abstraction, her career was built around helping healthcare organizations operate efficiently and compliantly. Expertise  in Evaluation and Management (E/M) professional coding, and strong knowledge of the latest state and federal regulations, Corey ensures the organizations continues to maintains compliance.  

Rogelio (Roy) Rangel

Executive Director
Roy Rangel will serve as the Executive Director of the Atlanta Neuroscience Foundation, the philanthropic arm of ANI. Most recently, Roy served 18 years as President of the National Multiple Sclerosis Society – Georgia Chapter, located in Atlanta, Ga. Roy also served as Senior Vice President for the National Multiple Sclerosis Society, Lone Star Chapter, South Texas Region from 2000 to 2004.
Born and raised in San Antonio, Texas, Rangel is a 1983 graduate of St. Mary’s University. He started a career in the not-for-profit sector with United Way of San Antonio and Bexar County in 1983 where he held several positions, including senior campaign associate. Rangel’s 39 years of experience in non-profit management fall specifically in the areas of strategic planning and development, community engagement, board development, special events, fund development, public relations, marketing, and communications. He has served in leadership positions with Texas Mental Health Mental Retardation and as Executive Director for the Leukemia & Lymphoma Society of America. Rangel was also the Director of Corporate Development for the San Antonio Jewish Community Center (JCC). During his employment at the JCC, Rangel attended Our Lady of the Lake University where he received a Master in Business Administration in Healthcare Management with national honors.
Rangel is an alum of the 2013 Leadership Atlanta Class, a previous member of the Buckhead Business Association (BBA), Rotary Club of Buckhead, and a graduate of the inaugural 2009 Deloitte Leadership Class. In 2006, he completed the Grand Rounds Community Leadership Program at St. Joseph’s Hospital in Atlanta, GA. Prior to moving to Atlanta, GA in 2004, Rangel was involved with numerous local, state, and national organizations. Roy resides in Atlanta, GA. In his spare time, he enjoys landscape design and working with families to liquidate their estates.
